The 13th national training class for directors of city bureaus of education closed successfully at the academy on April 20, 2003. Jiaqing Yu, both the secretary of the CPC branch and operating vice president of the academy, attended the closing and gave a talk. Wenchang Li, also vice president of the academy, presided the closing celebration. Yu congratulated the students for their serious studying, in-depth research and discussion, active working, success in accomplish the commission of studying and research, and attainment of stipulated goal, especially some research works. He hoped that the students should take what they have learned here home and promote the new development of local education. At the end, he awarded the students the graduation certificates.
Taking into account the situation of current development in China and the strategy goal for future development, the academy adjusted for the content of this training class. The main guidance idea is to insist on the correct political direction and the modern education discipline as the core, track closely the most updated situation of education development in China. We re-planed and organized a series of high-quality academic lectures focused on the important theoretical and hot issues on education in China, aimed to meet the practical requirements for the studying of administrative cadres in education and make the training to intensify industry characteristics in education. With respect to the arrangement of teaching planning, we have adopted the pattern of modeling course designing. The whole teaching content is divided into three stages and three modules. Topic of the first module is the objective and mission for fundamental education during the period of constructing well-off Society. The second is focused on the regional promotion and materialization for capability education. The third is centered on the reform of occupational education, civil-operated education and teacher education.
All the students felt themselves benefit a lot from the twenty-day studying and research in the training class.
There are totally eighty-five members in the training class who came from thirty different provinces, self-governed district or directly regulated cities. Among the eighty-five there are twenty-one who are formal administratively, and the other sixty-four are vice. Ten are females who have a percentage of twelve. Their average age is 46.5. And also eleven of them are minorities, which account for 12.9 percent. Since 2001 students who are reigning then are forty-eight and account for 57 percent. Compared with students of the past same kind training classes, this class is characterized by such aspects as broad regional coverage and relative high ratio of western and less-developed areas, more administratively formal persons, more minorities and females, more youths, rather higher education attainments level and degrees, etc. Also there are relatively more people who has just assumed the position of local administration in education, which in turn make the demand for training more pressed.
