On April 10th 2003, the 19th Training Seminar for the Chinese University Middle Managers opened at National Academy of Education Administration. Madame Li Weihong, director-general of Personnel Division of the Ministry of Education and NAEA leadership attended the opening ceremony. She delivered the speech with the theme of significance and demand for strengthening capacity of university administrators in the new era. The opening ceremony and meeting were presided by professor. Yu Jiaqing, executive vice president of NAEA.

In the morning of April 9th, a plenary meeting was held. Professor Li Wenchang, vice president of NAEA, introduced the background and program of the seminar at the meeting.

In the afternoon of April 9th , participants discussed in groups their understanding as well as studying purpose of the seminar and expressed that they will concentrate on the learning in order to transform old view, clarify the thought and grasp the reform and development trend of Chinese higher education in this new period of new century. At the same time, they will make full use of the advantage of the gathering of various districts, institutions and positions, so that they can strengthen communication, assimilate good experience and advance the development of their own institution. 

During the symposia, each group also discussed the keynote research projects ardently and expressed their understanding and suggestion to the projects .

Up to April 10th, 121 participants from 120 higher education institutions of 30 provinces, municipalities and autonomous regions across China have registered the seminar. Among them, there are 98 associate professors which account for 80.9% of the whole and 70 masters which account for 57.8% of the total numbe. The oldest is 51 years old while the youngest is 28 with the average age of 40.5. There are 10 minority participants.
