I.        In order to develop various resources to buildup the comprehensive strength in scientific research, further increase the force of scientific research work, promote courses construction for subjects, and to provide more efficient support for the training course for educational administrators, National Academy of Education Administration has decided to take the 50^th anniversary celebration of the founding of the Academy as the turning point, gathering strength from various aspects to raise funds and set up “Academic Library Publication Fund of National Academy of Education Administration” (hereinafter referred to as “publication fund”).

II.     Major sources of the publication fund is the foundation fund of RMB 200,000 yuan invested in advance by the Academy, friendly patronage and endowment by social organizations such as teaching and working staff of the Academy, alumni, and cooperative institutions home and abroad, publishing houses, issuing companies, etc. The Academy will constantly inject the foundation funds according to the development status of the Academy courses and the actual efficiency generated by the funds.

III.   Individual person or organization giving endowments or patronages to the publication fund will be publicized appropriately or be granted the certificate of honor by the Academy at related activities. To individuals that donate over RMB 3,000 yuan, units or organizations with donation of more than RMB 30,000 yuan, the Academy will publish their names on the Honorable Wall set inside the Academy for encouragement. For individuals, units or organizations with donations over RMB 100,000 yuan, the Academy will name the single scientific research result after the donators’ names, then give publication to it.

IV.  The publication fund will be mainly used in subsidizing valuable academic results, which is to be listed in the academic achievements of the academic library of the Academy upon appraisement and verification on contents and standards of the result, including the R & D fruits by full time and part time teachers in the Academy and also the deep development results of the trainees during the term of training. Selected topic and content of the academic achievements which are published on the financial aid of the publication fund must accord with the principles of setting up the courses of the Academy, and also must meet the actual requirements of training in education and management. Audio & video products and books, which can not be published, do not belong to the assisting targets in principle.

V.     NAEA Academic Committee is the appraisement and verification organization for the publication fund, which will introduce democratic method of assessment and decide the items and standard that is to be aided. Daily management of the publication fund will be up to NAEA Research Dept., and the Financial Dept. will be responsible for management of special project and special loan for special use according to the financial systems set by our country and the Academy.

VI.  Standard that the Academic Library Publication Funds assists the academic achievements is mainly decided according to the property and level of the achievements. Grade A achievements, which are the fruits of collective and cooperative brainstorm of scientific research, will be planned as a whole for the printing affairs by NAEA Research Dept. and be supported financially in full sum for publication expenses; grade B achievements, which are fruits for subjects of province and ministry level or above, will be aided RMB 15,000 yuan for publication fees; grade C achievements, which are the results of individual topics in scientific research programming of the Academy or dissertations of doctor’s degree that are selected in the library, will be aided RMB 8,000 yuan for publication expenses.

VII.  Utilization of the Academic Library Publication Fund will be declared and examined & approved annually. Declaration should be completed before October each year, and examination and approval should be organized and accomplished before the end of December every year. In principle, grade A, B and C achievements will aid separately 1, 2 and 3 projects each year. The same one applicant may only submit one application.

VIII.   Manuscript of works that is applying for publishing must measure up to the requirements for publication, and must have decided corresponding publishing house, and there should be no any disputes towards copyright and exclusive publishing right. Works financially aided and published by the Academic Library Publication Fund must have unified verifications on the cover, and should state in the preface or postscript that it has obtained special support from the Academy Academic Library Publication Fund. After the publication of the manuscript of the works, 3 book samples should be delivered to NAEA Research Dept..

IX.        The applicant should fill in “Application Form for Utilization of Academy Academic Library Publication Fund” according to facts, and the principal of the unit that the applicant is working at should make out the recommendation suggestions, and ask the publishing house to fill out the publication comments. Meanwhile, the applicant should submit the works manuscript that his or hers unit agrees to recommend together with the “Application Form” in duplicate to the NAEA Research Dept. for examination & comment and putting on files.

X.           NAEA Research Dept. will execute primary examination on applying materials, which will, in principle, put forward candidate project list for Academic Committee’s examination and approval.

XI.        The confirmed publication sustentation fund will be paid via bank account transferences or check by the Financial Dept. according to publication contract provided by the one who accepts the aid directly to the publishing house.

XII.      The Academy will sign an agreement with the person who accepts the aid to ensure the rights and benefits of both parties. The applicant will assure the trueness of the contents of the “Application Form”, to any one who employs trickery and plagiarizes some one else’s achievements, the Academy has the right to break off and replevy the sustentation fund, and the applicant will be fully responsible for any other consequence generated hence forth.

This plan will come into force on the day of printing and distributing, for which NAEA Research Dept. has the right of explanation.
